Mr. Barth’s practice incorporates a broad range of regulatory, infrastructure development, litigation and transactional matters specific to the energy industry, encompassing nearly all aspects of energy regulation. The clients he represents include major electric, natural gas, oil, and renewable energy companies. He has represented clients in connection with energy and environmental matters before the Federal Energy Regulatory Commission (FERC), U.S. Department of Energy, and other federal and state regulatory agencies. He has extensive litigation experience in both federal and state courts, as well as in contested hearings before administrative law judges at FERC.   Mr. Barth also represents clients before the Federal Communications Commission and assists with licensing and auction matters.  He recently assisted a client in securing approval for a submarine cable transaction that was reviewed under the new Committee for the Assessment of Foreign Participation in the United States Telecommunications Services Sector process.

Jeffrey Oliver has extensive experience counseling clients on merger control and competition enforcement matters in Washington D.C. and every other major antitrust jurisdiction in the world.  Mr. Oliver has significant expertise in the oil & gas industry, having successfully counseled energy companies on important transactions and government investigations in numerous jurisdictions.  Clients have including Shell, HollyFrontier, Valero, Magellan, Halliburton, Tallgrass, Enable, Koch, Maersk, Southern Company, Arch Coal and many others.  Mr. Oliver began his career in the FTC’s Mergers III division, which is responsible for merger control in the midstream and downstream sectors.  At Mergers III, Mr. Oliver participated and led investigations into mergers among major MLPs, investigated alleged anticompetitive conduct in the gathering, processing, storage, and pipeline transportation of natural gas and natural gas liquids, and investigated multiple refinery and pipeline acquisitions in varying markets across the United States.

Allison Watkins Mallick advises clients facing complex environmental challenges, focusing on litigation, regulatory advocacy, and compliance counseling. She has particular experience representing companies and industry coalitions in the energy sector. As a regulatory advocate, Allison develops strategies for working with agencies, helps clients participate in state and federal rulemakings, and advises on compliance issues. Allison has litigated cases in state and federal venues across the country, including enforcement actions, toxic tort cases, class actions, and appeals of permits and federal agency rulemakings. She has experience across all environmental media (air, water, and waste) and has particular experience in air-related issues, having defended Clean Air Act enforcement actions and citizen suits, developed plans for compliance with Regional Haze obligations, and drafted comments on over fifty EPA rulemakings under the Clean Air Act.
