Jeffrey Oliver has extensive experience counseling clients on merger control and competition enforcement matters in Washington D.C. and every other major antitrust jurisdiction in the world. Mr. Oliver has significant expertise in the oil & gas industry, having successfully counseled energy companies on important transactions and government investigations in numerous jurisdictions. Clients have including Shell, HollyFrontier, Valero, Magellan, Halliburton, Tallgrass, Enable, Koch, Maersk, Southern Company, Arch Coal and many others. Mr. Oliver began his career in the FTC’s Mergers III division, which is responsible for merger control in the midstream and downstream sectors. At Mergers III, Mr. Oliver participated and led investigations into mergers among major MLPs, investigated alleged anticompetitive conduct in the gathering, processing, storage, and pipeline transportation of natural gas and natural gas liquids, and investigated multiple refinery and pipeline acquisitions in varying markets across the United States.
Layne Kruse is a trial partner for antitrust and other complex business litigation. Layne is the former Head of Antitrust and Competition, United States and previously served on the Global Supervisory Board.
He concentrates on antitrust and business litigation, government investigations and regulatory matters, international disputes and other business problems. Layne is a former judicial clerk to the Chief Judge, US Court of Appeals for the Fifth Circuit.

She has also represented clients in private arbitration and secured success for her clients there. She has advocated for clients in pre-litigation contract, antitrust, and other commercial disputes, achieving good results and avoiding litigation. With her knowledge of the substantive law, she also counsels and develops relationships with clients on antitrust and other compliance matters.
