Our Mexico City Based Panelists will address the state of play in Mexico for government and market participants working within the energy sector, including recent legislation affecting the various sectors, attacks on the constitutionality of the legislation, outlook for further exploration, development and production of oil and gas resources, importation and domestic manufacture of refined products, generation and distribution of power, and commercial and treaty disputes that might arise.

Veronica Irastorza is a private consultant with over 20 years of experience in regulatory and strategic issues concerning energy. Ms. Irastorza assists clients with issues related to energy regulation and contracts, energy markets, damages, valuations, disputes and arbitration.
Ms. Irastorza leverages her experience as former Undersecretary of Energy Planning and Transition in Mexico, a position she held until December 2012, to help her clients navigate long-term energy project planning, as well as renewable energy and energy efficiency policies. Her planning work as Undersecretary included developing the Mexican National Energy Strategy and producing energy outlooks. She also coordinated the activities relative to national energy statistics and geographic information.
Diana has over 13 years of experience in energy matters, oil & gas projects, litigation, and dispute resolution.
Over the past years she has focused her legal practice in the development of energy in Mexico; participation in public international bidding rounds for exploration and extraction of hydrocarbons, among other kind of tenders; advice regarding complex regulatory matters; development and participation in open season tender processes in midstream; negotiation of supply agreements, take-or-pay contracts, logistics services agreements; advice to several marketing companies of all energy commodities; and participate in the defense of the clients’ interests before administrative courts of law.
Rodrigo leads Galicia’s Commercial Litigation and Commercial and Investment Arbitration practice. His professional life has been dedicated entirely to litigation, an area of the law to which he has been committed for nearly 25 years. Ranked in Band 1 by Chambers and Partners, Rodrigo is described as an outstanding practitioner, and a leading figure across litigation and arbitration. The Legal 500 ranks him as a leading individual and as an ‘excellent’ disputes all-rounder.
He has appeared before local and federal trial and appellate courts in most circuits in Mexico, including the Supreme Court, representing both plaintiffs and defendants. He has also participated in dozens of arbitrations, many of them multi-jurisdictional, both as counsel and as arbitrator, mainly before the International Chamber of Commerce, the London Court of International Arbitration and the International Centre for Dispute Resolution.
Rodrigo has participated as an expert in Mexican law in numerous arbitrations and judicial proceedings before the courts of the United States and other nations and before arbitral tribunals (including in investor-state cases).
