Amanda Shafer Berman is a counsel in the ENR and Litigation groups of Crowell & Moring. Since joining Crowell in early 2019, she has represented trade associations and industry clients in environmental matters before the Supreme Court, Courts of Appeals and federal district courts.

Previously, Amanda served as a senior attorney in the Department of Justice’s Environmental Defense Section, where she briefed and argued over a dozen cases in the federal courts of appeals, including defending the Clean Power Plan before the en banc D.C. Circuit, as well as arguing several other seminal Clean Air Act and Clean Water Act matters.

Amanda also served as lead counsel in dozens of district court matters arising under the CWA and other statutes. In the past year, Amanda has defended Corps permitting decisions against challenges brought under the CWA, ESA, and NEPA in the Supreme Court, Sixth Circuit and District of Montana, and has also challenged EPA action under the CAA before the Agency and in the Courts of Appeals. Amanda serves on the D.C. Circuit’s advisory committee.
