In May 2019, Bill Cooper was confirmed by the United States Senate and sworn in as General Counsel for the U.S. Department of Energy.

Mr. Cooper has decades of experience spanning multiple sectors including working in private practice on Capitol Hill, with a trade association, and now in the executive branch. Before his nomination to join the Department of Energy, Mr. Cooper most recently served as Senior Counsel and Director of the Washington, D.C. office with the law firm McConnell Valdés LLC. Prior to joining the firm, Mr. Cooper served as the Subcommittee Staff Director for the House Committee on Natural Resources and the Senior Policy Advisor on the National Environmental Policy Act. At the House Natural Resources Committee, he maintained a focus on the development of oil, gas, coal, and minerals on federal lands and the offshore, and tackled the Puerto Rico debt crisis as lead negotiator of the Puerto Rico Oversight Management and Economic Security Act.
