J.R.’s principal areas of practice are federal and state regulation of crude oil and refined petroleum products pipelines, with a focus on administrative litigation.  J.R. has experience in administrative litigation before the Federal Energy Regulatory Commission (FERC), including complaint proceedings that challenge a pipeline’s existing rates, and protests to cost-of-service rate filings, new tariff provisions, and market-based rate filings. J.R. also has extensive experience in developing transportation services agreements and related open season documents to support greenfield and brownfield liquids pipeline projects. J.R. is also well versed in tariff-related matters, including drafting complex tariff provisions for liquids pipelines. 

Prior to joining Caldwell Boudreaux Lefler PLLC four years ago, J.R. was a captain in the United States Marine Corps and practiced complex commercial litigation at Gibbs & Bruns, LLP in Houston, TX.  J.R. attended Harvard Law School, where he graduated with honors, and earned a degree in finance from Illinois State University, where he also graduated with honors.
