Dr. Xiong has 18 years of experience in environmental consulting, research, and litigation support, focusing on contaminated site management and remediation. He has developed cost-effective and streamlined strategies for final remedies accepted by federal and state regulatory agencies on projects that entail complex technical and policy issues. He served as an international expert for The World Bank assisting a major country in Asia to develop a national regulatory and technical framework for contaminated site management. As Haley & Aldrich’s emerging contaminants practice leader, he oversees the company’s efforts to develop and provide innovative technical solutions for emerging contaminants such as per- and polyfluoroalkyl substances (PFAS) and 1,4-dioxane. As a Principal Investigator, he is currently leading an applied research project funded by a federal agency to demonstrate PFAS destruction. He has held primary roles in the invention of three patented technologies and has published over a dozen papers in peer-reviewed scientific journals. Dr. Xiong also serves as a Director for the Groundwater Resources Association of California (GRA) and a Vice President for the Southern California Chinese American Environmental Protection Association (SCCAEPA).
