Marcella is an environmental attorney specializing in crisis management, sustainability, and environmental law in the energy and infrastructure sectors. She counsels clients in carbon capture, energy technology, chemicals, conventional oil and gas, hydraulic fracturing, renewables, permitting, citizen suit defense, criminal environmental enforcement, and environmental investigations. She was Deputy General Counsel at the EPA, and Deputy Solicitor for Energy and Natural Resources at the Department of Interior, where she managed the litigation docket and regulatory portfolio of all energy and natural resource permitting and project development on federal lands, including for the federal oil and gas, renewables, and carbon capture programs. She was named by Women We Admire as The Top 50 Women Leaders of Houston 2022, the Petroleum Economist named her a global Top 100 Women of the Energy Transition 2021, she received the National Law Journal Energy/Environmental Law Trailblazer Award 2021, and ranked among the Legal 500 United States top environmental practices 2021. She is on the Executive Committee of the Environment & Natural Resources Division of the State Bar of Texas, the Institute for Energy Law Advisory Counsel, and is the Chair of the Environment & Natural Resources Program Committee of the Foundation for Natural Resources and Energy Law. She graduated from Texas A&M University and the University of Houston Law Center.
