Juliana Sersen is an energy regulatory partner at Baker Botts, where she represents energy clients on complex regulatory aspects of structured physical and financial energy transactions, project development transactions, mergers and acquisitions, and power and operations matters in ERCOT. Her clients include owners and operators of renewable resources, energy storage resources, traditional thermal generators, large commercial offtakers, retail electric providers, and regulated utilities. Juliana has played a pivotal role in the development and coordination of market rules associated with new technologies (e.g., energy storage and large flexible loads such as hydrogen), market restructuring, and grid reform in Texas. Prior to joining Baker Botts, Juliana served as Assistant General Counsel of Regulatory & Litigation at ERCOT. During her twelve years at ERCOT, she developed, revised and reviewed proposals to change rules for the ERCOT market; represented ERCOT in a wide variety of matters before the Public Utility Commission of Texas (PUCT) and the State Office of Administrative Hearings (SOAH); served as the managing attorney for all matters involving commercial operations in the ERCOT market; and managed the market participant registration department.
