Some of those bankruptcies have involved billions of dollars in decommissioning liabilities. During this webinar, panelists will provide their perspectives on the basics of the US bankruptcy process, key observations, and how oil and gas wells, pipelines, and facilities are typically managed, including maintenance and abandonment.

Charlie is Legislative Counsel & Sr. Policy Advisor for Shell, currently supporting its US offshore energy businesses primarily located in the Gulf of Mexico, where Shell is the largest oil and gas operator, leaseholder, and producer. Charlie advises Shell’s businesses and engages federal officials on energy policy and emerging regulatory and legislative issues. His specific focus areas are in offshore safety, leasing, permitting, and decommissioning.
Prior to this role, Charlie was an onshore landman and held various field and office-based assignments in the northeast United States and Texas working on private, state, and federal lands. He has negotiated and drafted simple and complex oil and gas commercial agreements, ranging from leases and rights-of-ways with landowners to multi-party acquisitions, divestments, and trades.
Sara Keith is an accomplished litigator and bankruptcy lawyer with over fifteen years of experience. Ms. Keith is admitted to practice law in Texas and numerous U.S. Courts. Ms. Keith leverages her commercial mindset and leadership skills to provide effective, innovative, legally compliant solutions to mitigate risk. Ms. Keith currently serves as Senior Legal Counsel - Global Litigation Bankruptcy & Credit at Shell USA, Inc. Ms. Keith joined Shell in December 2018 based in Houston, Texas where she advises executive leadership and key stakeholders for all business lines on insolvency matters and litigation, commercial credit negotiations, risk management, and compliance. Ms. Keith is the State Bar of Texas Bankruptcy Law Section Chair, IWIRC Houston Vice Chair, Shell Women Adding Value Everywhere (WAVE) US National Mentoring Lead, Texas Bar Foundation Fellow and Houston Bar Foundation Board Member and Fellow. Ms. Keith also serves as the 2023 US Legal Pro Bono Community Service Backpack Co-Lead.
Ryan Lamb currently serves as an Attorney-Advisor in the Division of Mineral Resources with the Office of the Solicitor at the Department of the Interior in Washington, D.C. He also serves as the National Lead Coordinator for the Bankruptcy Practice Group within the Solicitor’s Office. In his capacity as an Attorney-Advisor, Mr. Lamb advises the Bureau of Ocean Energy Management and the Bureau of Safety and Environmental Enforcement on implementation and enforcement of the Outer Continental Shelf Lands Act and specializes in the administration of the Department’s statutory and regulatory authority against distressed and restructuring lessees in the offshore sector. As the National Lead Coordinator, Mr. Lamb works with the Practice Group to seamlessly ensure the Department’s bureaus and offices rights are protected in complex and challenging restructuring and bankruptcy proceedings. Mr. Lamb also advises the Bureau of Land Management’s implementation of its onshore oil and gas leasing program. Prior to joining the Office of the Solicitor, Mr. Lamb served as a Law Clerk in both Bankruptcy Court and Federal District Court and was a bankruptcy and commercial litigation practitioner in private practice.
