Charlie Shull

Charlie is Legislative Counsel & Sr. Policy Advisor for Shell, currently supporting its US offshore energy businesses primarily located in the Gulf of Mexico, where Shell is the largest oil and gas operator, leaseholder, and producer. Charlie advises Shell’s businesses and engages federal officials on energy policy and emerging regulatory and legislative issues. His specific focus areas are in offshore safety, leasing, permitting, and decommissioning.


Prior to this role, Charlie was an onshore landman and held various field and office-based assignments in the northeast United States and Texas working on private, state, and federal lands. He has negotiated and drafted simple and complex oil and gas commercial agreements, ranging from leases and rights-of-ways with landowners to multi-party acquisitions, divestments, and trades.
